ECS Attendance Policy

 

ECS believes that regular attendance is a key indicator of a student’s commitment to achieving excellence and success. Attendance is also an essential factor that contributes to learning and achievement. All students are expected to attend all classes every day. Although students are responsible for all work missed, absences from classes often mean lost opportunities and experiences that cannot be made up through homework.
 
 
Parents/guardians are asked to phone the school on the day of their son/daughter’s absence. If a phone call is not received prior to 3:30 pm then the parent/guardian will receive an automated phone call from the ECS attendance tracking program. It is understood that an absence from school may be necessary from time to time. However, when a parent/guardian gives permission for an absence for illness or any other circumstances which the family considers to be sufficient, the parent/guardian also assumes responsibility for results of absences, such as lower or failing grades, or a much increased homework load.
 
Student attendance will be designated in one of six ways; “Explained”, “Ill”, “Suspended”, “Curricular”, “Medical”, or “Unexcused”.
 
Response Details
Although every student’s situation will be treated on an individual basis, the following guidelines will apply in assisting students to be responsible for their attendance.
 
At the end of every school day the school will send out attendance phone calls through the School Information System. Attendance phone calls will be made to all students whose absences have not been confirmed by a parent or guardian prior to 3:30 or to calls that have been deemed “suspicious” by the ECS attendance team.
 
Classroom teachers are strongly encouraged to make contact with the parent or guardian of any students whose absences are becoming detrimental to the student’s progress.
 
If the attendance concern continues, then the student will be referred to the ECS attendance team who will communicate with the student and parents/guardians the importance of regular attendance. An attendance warning letter will be sent out once a student has accumulated 5 unexcused absences.
 
If the attendance problem continues and a student accumulates 10 unexcused absences, then the status of the student will be reviewed by the attendance team. The attendance team will either allow the student to continue on in the class on a probationary basis or remove the student from the class.
 
If a student accumulates 15 absences in total in a single class (excused or unexcused, excluding school activities) then the status of the student will be reviewed by the attendance team. The attendance team will either decide to let the student continue in the class, remove the student from the class, or let the student continue in the class on a
probationary basis.
 
Consequences for inadequate attendance will be determined on an individual student basis. Decisions made for one student will not constitute a precedent for other students.
 
Note: Attendance reports will be mailed to every student along with the parent-teacher interview letters. No changes will be made to the attendance register following parent-teacher interviews without the approval of the administrative team.
 
Homeroom Attendance
All students are expected to attend homeroom. Students who exceed 10 unexcused absences in homeroom will be suspended for 1 day. Further suspensions will occur every time the student
accumulates an additional 5 unexcused absences.
 
Lates
It is the student’s responsibility to be ON TIME for all classes. There is a warning bell that sounds 2 minutes before the late bell sounds. It is the expectation that all students are in the classroom prior to the sounding of the late bell. Habitual tardiness will be considered a discipline issue and dealt with as follows:
Students who accumulate 20 lates (in all classes combined) will be suspended for 1 day. When a student has 8 lates in any one class, the teacher will notify the parents/guardians that when the student reaches 12, the teacher has the right to deny the student access to the class if the student continues to arrive late, disrupting instruction.
 
 
ALCOHOL AND DRUGS
The Estevan Comprehensive School believes that the function of the school is to educate and guide individuals in an alcohol and drug free learning environment. The school will not tolerate the use or possession of alcohol or drugs in school or at school related activities. It is hoped that the consequences will provide assurance to those who are in need of counseling and rehabilitation, and will serve as a deterrent to students who may be using alcohol and drugs.

AWARDS
The Awards Evening is held each year in early June to recognize student success in extracurricular and academic activities. “Most Dedicated,” “Most Sportsmanlike,” and “Most Improved” awards may be given for each Senior Team.  Three awards for each extracurricular non-sporting activity may also be awarded. The staff advisor for each activity establishes the criteria students must meet to receive these awards.
 
SCHOLARSHIPS/BURSARIES
Scholarships are provided to grade 12 graduates. All grade 12 students who meet the criteria listed for the scholarship are eligible to apply for these scholarships.
 
Local scholarships are usually available the end of March and are awarded at the June Awards Night.
 
MR. AND MISS ECS AWARDS 
Assuming there are suitable candidates, Mr. and Miss ECS Grade 9, 10, 11 & 12 will be selected annually.
Candidates are nominated by the staff and winners are determined by secret ballot.
To qualify for Mr. or Miss ECS a student must:
1. achieve average or better grades.
2. participate in a variety of extra-curricular activities.
3. be active in supporting ECS activities.
4. be a leader.
5. be respected by teachers and students.
6. work to improve the conditions at ECS.
7. promote school spirit.
 
 
CAFETERIA POLICY
· Outerwear will not be worn in the cafeteria, either at the tables, or as students make their way through the food lines, and backpacks are not to be worn in the lines.
 
· Parents/guardians may purchase a meal account so their child can buy food in the cafeteria. Cash or cheques may be sent with the student and given to the cafeteria staff. Deductions will be made when food is purchased.
  
· Students are responsible for cleaning their tables and trays, throwing away their
    garbage, and returning their trays to the racks provided.
 
· Students who do not follow the rules of the cafeteria and/or do not follow the
    direction of the cafeteria supervisor may have cafeteria privileges suspended.
 
CELL PHONES
Since the Estevan Comprehensive School believes that the use of cellular phones during class time is detrimental to the learning process, we require that all cellular phones must be turned off within the classroom. Students will be allowed to use their cell phone during breaks and during their lunch period. The following action will be employed by the school to deal with students who do not follow the policy:
 
First Offense:
A teacher takes away the phone. The student may retrieve the phone from an administrator after 3:30 dismissal. The student will sign the misuse of cell phone contract.
 
Second Offense:
A teacher takes away the phone. A parent or guardian must retrieve the cell phone from an administrator after 3:30 dismissal. The parent or guardian will sign the misuse of cell phone contract.
 
Third Offense:
The third offence will be considered defiance under the Education Act and will draw a one-day suspension from school.
 
Further offenses will result in 2, 3, 5, and 10 day suspensions as the infractions continue.
 
COMPUTER LABS
As well as a lab in the library, ECS has three computer labs (Room 217, Room 270, Room 102) as well as a portable lab which is housed in the library.

COURSE/CLASS LOAD

Grade 9, 10 and 11 students:
- should carry a full load (enrolled in 5 classes each semester). 
- will be assigned a supervised study if enrolled in less than 5 classes.
Grade 12 students:
- should enroll in at least 4 classes each semester.
Exceptions to this rule are made for adult students, students who return for 1 semester to complete their credit standings, and students who are Grade 12 graduates.
 
DANCE POLICY
· Doors open at 7:30 and close at 9:00.
· Dance starts at 8:00 and ends at 12:00.
· All students and guests must pass a breathalyzer test.
· Invited guests by pre-approved invitations only.
· Guests not admitted unless accompanied by their ECS host student.
· ECS host students are responsible for their own and their guest’s behavior.
· No re-admissions (if you leave, you are out).
· No clothing which violates ECS dress code.
· No admission on suspicion of any banned substance.
· No hats or outer wear in cafetorium.
· No smoking.
· No foul language, boisterous or inappropriate behavior, or un-cooperative
attitudes. Any of these form the basis for expulsion from the building, and for further sanctions to be applied as per ECS disciplinary policies.
 
DETENTIONS
If a student is given a detention he or she shall report to the assigning teacher at the assigned time on the day arranged. A student who refuses to serve a detention may be given a one day suspension.
 
DISCIPLINE
The following steps will be taken in situations that require disciplinary action.
 Teacher handles to best of his/her ability.
If problem continues, then referred to administration.
· Administration meets with student and conducts an investigation. If necessary, parental  involvement will be sought.
· Problem continues –suspension, removal from class, or alternate measures will be used.
 
DRESS CODE
Our goal is to offer a quality educational program to our students in an environment that is free from the disruptiveness of distracting, revealing, overly suggestive or otherwise
offensive clothing. Common practices of modesty, cleanliness and neatness should guide student decisions regarding appropriate school attire. We ask students to respect these basic guidelines:
 
- No underwear showing (boxers, bras, thongs, etc)
- No belly or back showing
- No cleavage (front or back)
- Nothing illegal, obscene, profane or in bad taste
- Nothing promoting alcohol or controlled substances
 
Students wearing what may be regarded as inappropriate clothing will be asked to change or go to classes with school loaned clothing. In some circumstances administration may send students home for failing to observe expected standards.
 
Outer jackets are to be kept in lockers. They are not to be worn in class.
 
Hats are not to be worn, except on special event days sponsored by the SRC. Hats, if confiscated, may be picked up from the office at 3:30 p.m. on the next Monday after they were taken. For Sketches of appropriate dress code, please click on the dress code link below.
 
EVALUATION
ECS uses a system of continuous evaluation. Final marks are based more on day-to-day observation and evaluation of students as they go about their studies, and less on the
comprehensive final. This system is based on:
1. Evaluation being directly related to all the activities of a class, experiments, oral work, performance, tests.
2. Evaluation being continuous so that teacher and student have a current record of the student’s performance, and to ensure that all aspects of a course load are evaluated.
3. Evaluation being used to identify areas of weakness for the teacher and student so that remedial measures may be taken.
4. Evaluation being useful as a means of pacing the rate of advancement of a student into new work, new courses, and succeeding levels of study.
 
 
Expectations OF ECS STUDENTS
Each full time student shall attend homeroom.
Each student will be in the classroom for classes at the sound of the bell.
Each student will come to class with the proper texts, paper and pen or pencil.
Each student shall do homework assignments as they are assigned.
Students are expected to remain in the class for the duration of the class.
Students are expected to follow reasonable requests from all staff members.
 
FIGHTING
Deliberate involvement in fighting will automatically invoke a minimum 5-day suspension.
 
FINAL EXAM POLICY
The ECS final exam policy is presently under review. There will be no recommends in the 2011-2012 school year and all students will be required to participate in some form of final evaluation during final exam week.
With the exceptions of family crisis or hospitalization, no changes to the published exam timetable will be permitted. All requests for change should be directed to the
Principal.
 
Students who fail to report to a final examination room at the time prescribed on the final exam schedule shall receive a mark of 0% for the final exam portion of the course. Students required to write Grade XII finals may be required to write either a departmental or accredited exam. The determination of which type of exam being offered will be at the discretion of the department head involved and the principal. It should be noted that both types of exams may be offered at the same time.
 
FOOD AND DRINK
In general food is not to be consumed anywhere other than in the cafeteria area. With permission, special arrangements may be made for food service in areas other than the cafeteria. Drinks, with the exception of water, are not permitted outside the cafeteria. Teachers may allow students to bring water bottles into the classroom, but food or drink will be NOT allowed in any computer lab.
 
GRADUATION
Each school year the administration and staff of ECS, in co-operation with the South East Cornerstone School Division, hold a graduation ceremony to recognize ECS graduates. In order for a student to be eligible to participate in the graduation ceremony, he/she must be registered in a minimum of 24 credits as required by the Ministry of Education up to and including two weeks prior to graduation ceremonies.
Each graduate may invite 3 guests (extra tickets may be available).
Cap and gown is the recognized mode of dress for graduation. (No refund on grad fees.)
·  Graduation and related events shall be organized by the Graduation Advisors, Senior Pin and Senior Ring, plus the chairpersons of the graduation committees in cooperation with the ECS Administration.

HARASSMENT
Stated in simple form, ECS will not tolerate physical, verbal, mental, emotional, or any other form of harassment.
The preamble to the SECSD Administrative Procedure #412 states: “SE Cornerstone School division believes all students should receive educational services and enjoy the benefits that flow from being part of a safe, welcoming school community that is free from harassment and violence. All students should display respect,
tolerance, care and compassion for others, and no student should condone or participate in any actions that may be regarded as demeaning, derogatory or discriminatory. To this end, the division commits itself to create and maintain school community environments where all people are treated with dignity and respect.”
Key points in the Board’s Harassment Policy are:
The framework for the definition of harassment comes from The Saskatchewan Human Rights Code and/or the Saskatchewan Occupational Health and Safety Act.
· Authority to act on the definition comes from powers granted in the Education Act.
· The following points outline the process to be used if a student believes he/she is being harassed:
* The student should try and talk to the other party and request them to stop the objectionable behavior.
* If a student knows another student is being harassed he/she should support that student and encourage them to report the harassment.
* If a student cannot confront the harasser, or if harassment continues after a request has been made that it stop, the student is advised to report to a teacher, the school social worker, or the principal
* The teacher or social worker receiving the complaint shall speak directly with the alleged harasser and attempt to resolve the situation in an informal manner. The incident should be reported to the principal.
* If the matter cannot be resolved informally, or is of a serious nature the principal will investigate. All parties, including students and parents will be informed of the investigation and a written report will be given to the Director.
* If disciplinary action is required, factors such as severity, persistence, attitude and cooperation will be taken into account, and a variety of sanctions up to and including expulsion may be applied.
* If a transfer from classes, a room, or a school is consequence of the case, the harasser will be
transferred, not the complainant.
 
HOMEROOM
 
One teacher for twenty students to:
1. Counsel students on subject choice during registration.
2. Check on student attendance and progress.
3. Conduct parent-teacher conferences.
4. Help students cope with personal difficulties early and get appropriate help.
5. Help students develop a positive attitude towards school and life.
6. Serve as the student’s in school proxy parent and advocate in all matters affecting the
student’s interests and progress. This includes help and counsel when a student wishes to drop a class.
Students who do not attend homeroom:
1. Will not receive the support and advocacy of the homeroom teacher.
 
Students may be exempt from homeroom attendance if:
1. They are a graduate returning for upgrading.
2. They have Grade 12 status and are returning beyond the 8th semester of high school study to complete courses for graduation.
3. They are classed as adult students.
 
An Adult student is one who:
1. Is 18 years of age AND out of school for at least one year.
2. Is 19 years of age.
 
Note: Students who are not required to attend homeroom are not to loiter in the hallways during homeroom period.
 
LANGUAGE
Students are not to use language that is profane, offensive or disrespectful. A student found to have used such language will be disciplined by warning, removal from class, or suspension.
 
 
LATE ENROLLMENT POLICY (JOINING A CLASS AFTER DAY 1)
 
1. Students who register early will have priority over those who register late.
2. Students with failures may be given consideration in compulsory subjects to make up deficiencies.
3. All class changes are to be made within the first five days of the commencement of each semester. It is recommended that anticipated changes to your timetable be made the week before the school year starts for first semester and the two weeks prior to the Christmas break for second semester classes.
4. Students may be admitted to a class at any time at the discretion of the teacher in charge. In cases where admission is requested after the first 30 class days of a semester, there must be special circumstances to justify the admission (such as transfer from another school, extended hospitalization, a “repeat” student in that course, or some reason of equal consequence).
 
LIBRARY - GREGG TROUT RESOURCE CENTRE
The school library is an ideal place for research, homework, studying or browsing for a good book. It is open 8 a.m. to 4:30 p.m. Monday - Thursday and 8 a.m. to 4 p.m. on Fridays. The Librarian and the Library Assistant can assist you in finding material. Students may use the library during lunch hours and spares (grade 12’s). Video rooms are available for students to watch school videos. Rooms must be pre-booked to ensure availability.
All students in good standing in the library may borrow materials. Students are responsible for returning the material on time and for paying for lost or damaged material signed out in their names.
Borrowing periods are approximately three weeks for most books; overnight for
encyclopedias and new magazines. Students who are habitually bad borrowers may be
restricted from borrowing some materials.
The same rules apply in the library as in other classrooms.
 
LOCKERS
Each student is assigned a hall locker for his/her personal use, and is required to use a school lock. Students are required to use only the locker assigned to them and are
responsible for all material found in that locker. This lock and locker remains the
property of the school. Money or other valuables should not be left in the lockers. The school assumes no responsibility for lost articles or money.
 
All areas of ECS are the property of the Cornerstone School Division and subject to search and seizure of banned substances at any time by administration. Administration has the
privilege of opening lockers if there are reasonable grounds to believe that a breach of school rules is being or has been committed. Any liquor, drugs or other contraband discovered in school lockers shall be reported to City Police and appropriate disciplinary action will be taken.
 
MAKE-UP EXAMS
Teachers may ask students that miss an exam to write the exam on Wednesday during their lunch period or Thursday after school in the room designated as the exam center. Alternate arrangements may also be made as long as it is acceptable to the classroom teacher.
 
PARKING
Students are permitted to park on school premises as a matter of privilege, not of right. ECS students are not to park in areas designated for Regional College use. The following
regulations apply:
· Students may park in the student parking lot only.
· Students who consistently park illegally may be ticketed, may have “The Boot”* attached to their vehicle, and may lose the privilege of bringing a vehicle to school and parking it on ECS property.
 
 
· Inappropriate use of vehicle may result in loss of vehicle privileges at ECS.
· Employees of the Board retain authority to conduct routine patrols of student parking lots and inspections of the exteriors of student automobiles on school property.
· Employees of the Board may inspect the interiors of student automobiles whenever a school official has reasonable suspicion to believe illegal or unauthorized materials are contained inside the automobile.
· Such patrols and inspections may be conducted without notice, without student consent and without a search warrant.
· If a student fails to provide access to the interior of his car upon request by an employee of the Board, the student may be subject to school disciplinary action.
· Students park in the parking lot at their own risk. The school is not responsible for vehicles which are damaged.
· Students are to drive on designated roadways only.
*“The Boot” is a device that is attached to one of the car’s wheels to immobilize it. It will be removed after the student has paid a $25 fee. $15 of this fee will be donated to charity and $10 will be kept by ECS as an administration fee.
 
PHOTOCOPYING
Students may not use the copier machine in the office, unless they are requested to by a staff member, or are on official school business ie. SRC, sports, co-curricular. Students have
access to a photocopier in the Library and may arrange to have material copied at cost.
 
RECOVERY OF MISSING TEXTS, MATERIALS, REGISTRATION FEES AND UNPAID ACCOUNTS POLICY
The careless treatment, abuse and loss of books, library materials and other educational
materials provided to students is a serious budget issue. To minimize replacement costs, the names of all students who have not returned any texts, instructional materials, or tools, or who have student fees or other accounts overdue will be listed by all course teachers at the end of each semester. Invoices for missing materials will be mailed home.
 
REPORTS TO THE HOME
Grade 9, 10, 11 and 12 students will have report cards issued twice each semester (midterm and final reports).  As well, interim reports will be sent out at the first quarter of each
semester. Students taking Grade 12 courses will also receive, directly from the Ministry of Education, a Statement of Final Standing in these grade 12 classes.
 
RESPECT FOR PROPERTY
Students will be held responsible for any damages for which they are found willfully
responsible.  Charges equal to the cost of repairs will be levied in any such case.
 
SECOND ENGLISH POLICY
Students who fail English at any level will fall behind in this requirement.  Statistics show that students carrying a double English load are subject to double failure; therefore, ECS policy is that no student will knowingly be allowed to register in two English courses in the same semester, until within one semester of his/her graduating year. 
 
STUDENT FEES
All students pay a $30.00 fee whether attending for one or two semesters. The fee is paid upon registering. The caution fee is returned in June if all books are returned in good
condition and the student has no other indebtedness to the school. Caution fees not collected by the student in June will be used for the purchase of replacement texts and equipment.
Student agendas are provided and paid for by the school division. Yearbooks must be ordered and purchased at the beginning of the school year.
 
OTHER CHARGES
Certain elective classes, because of their nature and the activities offered, require students to pay extra fees for materials, equipment or services. These charges are:

Physical Education
All students enrolled in Phys Ed classes are required to
purchase a Phys Ed uniform (approx. $33.00) which must be worn by the student in Phys Ed classes. Activities such as golf, swimming, bowling, etc. may be scheduled in PE 20 & 30, and students are
expected to pay such fees as they are required.

STUDENTS’ RIGHTS
Each student has the right to expect:
      1.  reasonable and thorough instruction
      2.  fair and equal treatment
Each student has the right to knowledge of:
      1.  course content
      2.  dates and conditions of all assignments due
      3.  method of evaluation
Students must be prepared to accept responsibility along with rights. This means that students must comply with school regulations and policies as a condition of remaining a student at ECS.
 
Student Services Center
Our services include: post-secondary information (calendars, applications, scholarships/bursaries), career search inventories, counseling services, assistance to parents and teachers and student assessment services.  The school social worker, family liaison worker, drug counselor, and community resource officer have offices in the Student Services Center.
 
STUDY ROOM POLICY
All grade 9, 10, and 11 students are placed in a designated, supervised study room for those periods of time when they are not assigned to classes or lunch. The purpose of the study room is to provide a place for reasonably quiet study, homework activity or reading.  Attendance in study periods is recorded and monitored.
Study Room Rules and Procedures:
1. A seating plan may be created by the teacher.
2. Students must be on time for a study.
3. Students must come prepared to stay in the study for one hour.
4. Students should do homework or read quietly.
5. Sleeping is not allowed.
6. No food or drink is allowed in any study.
7. Arrangements may be made for a student to receive special help in another designated room during an assigned study period.
8. Students who arrive at a study room without books or work to do may be assigned work at the discretion of the supervisor.
9. Non-cooperative students may be assigned detention without regard for after school work, etc.
 
 
To be exempt from study room a student will either:
1. have attained grade 12 status OR
2.   meet the ADULT definition.
 
Grade 12 and adult students having free periods may use the time as they please provided no disruption of regular school classes results. For this reason no congregation of students is allowed in corridors or balconies during class periods.
 
SUSPENSION POLICY
ECS students may find themselves suspended from a class or all classes for serious violations of ECS school policy. Suspensions may be served at home under parent supervision or "in school". The student may also lose extracurricular privileges.
 
TELEPHONE USE
A student phone is available in the office for communication with parents/guardians. Students must obtain permission from the school secretary.
 
TOBACCO AND TOBACCO PRODUCTS
The use of tobacco or tobacco products is not allowed at ECS or on ECS property. Students who violate this policy will be suspended for up to three (3) days for each offense.
TUTORIAL CENTRE
Tutorial help is arranged for those students who require extra help in order to be successful in their classes. The Tutorial Centre is open throughout the school day with students being scheduled in the most appropriate time. A student may request tutorial support after meeting with a Student Services Counsellor or Administration.
 
DROP-IN TUTORIAL
Available during period 3 or 4, or both for any ECS student to (voluntarily) attend to get homework assistance. Student’s attendance is recorded, and reported to classroom teachers. Students are expected to bring class notes and supplies.
 
USE OF SCHOOL FACILITIES
The school should and can be used by all students. There are two simple but reasonable regulations governing the use of school facilities.
First, all activities not regularly scheduled must receive the approval of the principal, and second, all student activities must be under the supervision of a teacher.
 
WITHDRAWAL FROM CLASS POLICY
Administration will approve a request for withdrawal from a class provided the proper form is obtained and contains written consent from the following:
1. student
2. parent/guardian
3. homeroom teacher
4. class teacher
5. Student Services
*At least 3 signatures must favor the withdrawal proposed.
Note:
1. If the class teacher wishes to propose removal of a student for reasons of behavior or attendance, he or she must initiate the process with the administration.
2. The effect the drop may have on graduation or completion of compulsory
requirements for grade level subject requirements will be discussed with the student.
3. Students who do not withdraw officially or who are not granted permission to
withdraw shall have a failure recorded in their official grade transcript.
4. Students who withdraw from any class during the current semester beyond 5 days after midterm reports may receive a failing mark at the end of the semester at the discretion of the teacher. Classes dropped in the final month of the semester will have a failing mark recorded.
 
WITHDRAWAL FROM SCHOOL POLICY
 
Any student withdrawing from school must obtain a Student Withdrawal Form and follow the steps of returning texts, getting signatures, and reporting to the office to complete the process and apply for a caution fee refund.
